California Community Colleges Online Education InitiativeThree executive appointments were recently announced by Online Education Initiative (OEI) Executive Director Pat James. The newly hired “permanent” leadership team members replace members of the OEI Launch Team.


John Makevich, director of distance and accelerated learning at College of the Canyons, has been appointed Director of Strategic Planning and Operations. Jory Hadsell, distance education coordinator at Los Rios Community College District, has been appointed Chief Academic Affairs Officer. Bonnie Peters, program manager/director of First Year Services and coordinator/e-counselor of the Online Counseling Program at San Diego City College, has been appointed Chief Student Services Officer.

The Director of Strategic Planning and Operations is responsible for providing leadership that supports the mission of the OEI. The position also plans programs, develops the budget, integrates the activities of other OEI components and supervises project staff and task forces.

“I am proud and honored to provide leadership in this journey for our online students in the California Community Colleges,” Makevich said. “Together, we will be able to balance our deep experience in providing top-notch education and support for our students across this great state with the need to innovate and provide more resources for our changing and growing online population.”

Makevich earned a Master of Science in Atmospheric Sciences from The University of Arizona, and a Bachelor of Science in Earth Sciences from the University of California, San Diego. He has nearly a decade of experience in distance education leadership. In addition to his position at College of the Canyons, Makevich was instrumental in creating the California Community College Distance Education Coordinators Organization (CCCDECO). Makevich is a passionate advocate for open educational resources (OER). As Project Director for a U.S. Department of Education FIPSE grant, he helped to expand the use of OER and adoption of open textbooks among faculty and students.

Jory Hadsell, Chief Academic Affairs Officer, CCC Online Education InitiativeAcademic Affairs

The Chief Academic Affairs Officer is responsible for planning, budgeting, hiring and coordinating course quality standards development and implementation with community college districts across California. The position is also responsible for development of online faculty certification standards, collaborating with training and certification of accessibility standards, basic skills support, and credit by exam and/or credit for prior learning standards development.

“I am fortunate to have had the opportunity to serve in teaching, technical and programmatic roles related to online education,” Hadsell said. “I hope to leverage this knowledge and experience to help the Online Education Initiative achieve its goals. Never before in California have we seen such energy and resources devoted to creating a comprehensive online learning ecosystem for our students.”

Hadsell has worked in the fields of technology and media for nearly 20 years. He holds a doctorate in Educational Leadership and Management from Drexel University, and has taught online and hybrid classes for more than a decade. He currently serves as the Online/Distance Education and Academic Technologies Coordinator at Sacramento City College, having also served as department chair for Learning, Tutoring and Academic Technologies until 2013. Prior to joining Sacramento City College, he worked at Sierra College supporting distance learning, and teaching online and traditional courses.

Bonnie Peters, Chief Student Services Officer, CCC Online Education InitiativeStudent Services

The Chief Student Services Officer is responsible for providing leadership and vision to guide the design and development of personalized, remotely delivered services in order to establish a seamless learning environment that facilitates student success.

"This opportunity to be at the starting point of an initiative as important as this is, in fact, amazing,” Peters said. “I am hoping to not just contribute to the vision of the Online Education Initiative, but to thoroughly enjoy the creative process and hard work that will go into making this a success. I believe that the missing link for yielding successful online college students is effective, easy-to-access, user-friendly online student support services.”

Peters has professional education experience in the U.S. and abroad, with 15 years of community college student support services experience, and a strong working knowledge of California Higher Education, Title 5 policies, and the Student Success Act of 2012. She holds a Master of Arts in Teaching and Learning with Technology from Ashford University, and a Master of Science in Counseling from the University of Bridgeport in Connecticut. An experienced educator and career counselor/academic advisor, Peters has worked extensively in online education, providing quality services to college students through counseling, instruction and educational leadership. A focus of her career has been working with diverse populations.

California Community Colleges Technology Center and the California Virtual Campus.
